Do I qualify for the aid?

Public aid from Special Economic Zones could be granted to companies from the traditional industry (with the exception of enterprises producing alcohol, tobacco, steel, electricity and gas) and some companies from the services sector - IT, research and development services in the field of natural and technical sciences , accounting and book control, accounting services (excluding tax declarations), technical testing and analysis services, call center services, architectural and engineering services.

Obligatory criteria:

To receive public aid, an investment project must meet qualitative and quantitative criteria. The quantitative criteria (the minimum value of investment) depend on the unemployment rate in the district (poviat) where the investment will be located and the size of the enterprise.

The minimum quantitative criteria referring to investment expenditures (depending on location and unemployment rate)

  • 10,000,000 to 100,000,000 PLN – big companies
  • 1,000,000 to 10,000,000 PLN – medium companies
  • 500,000 to 5,000,000 PLN – small companies, IT, modern services
  • 200,000 to 2,000,000 PLN – micro-companies

Above-mentioned criteria are reduced for medium-sized cities losing their socio-economic functions, in the municipalities where such city is situated, and in municipalities bordering such municipality and such city: 10 mnl PLN/big companies; 1 mln PLN/medium-sized companies; 500,000 PLN/small companies; 200,000 PLN/micro companies.

It refers to the following cities on the area managed by the KSEZ:

Silesian Voivodeship:

  • Bytom and neighboring municipalities
  • Jastrzębie-Zdrój and neighboring municipalities
  • Piekary Śl. and neighboring municipalities
  • Rydułtowy and neighboring municipalities
  • Sosnowiec and neighboring municipalities
  • Siemianowice Śl. and neighboring municipalities
  • Świętochłowice and neighboring municipalities
  • Zabrze and neighboring municipalities
  • Zawiercie and neighboring municipalities

Opolskie Voivodeship:

  • Kędzierzyn Koźle and neighboring municipalities
  • Krapkowice and neighboring municipalities
  • Prudnik and neighboring municipalities
  • Strzelce Opolskie and neighboring municipalities

Reinvestments - reduction of quantitative criteria for enterprises by 50 %.

 

Qualitative criteria necessary to be met.

In the Silesian Voivodeship it is necessary to meet 6 out of 10 criteria, while in the Opole Voivodeship 5 out of 10.

Locating the investment in the cities of: Bytom, Jastrzębie-Zdrój, Kędzierzyn-Koźle, Krapkowice, Piekary Śl., Prudnik, Rydułtowy, Siemianowice Śl., Sosnowiec, Strzelce Opolskie, Świętochłowice, Zawiercie, or in the municipality where such city is located, or in municipalities neighboring such municipalities or such cities; or in districts (poviats) or cities with poviat status where the unemployment rate stands at least 160% of the national average unemployment rate (excluding those cities where the Voivode or the Parliament of the Voivodeship are seated).
